6月11日，中国外交部宣布：对菲律宾国防部长特奥多罗及其配偶、子女实施制裁，禁止入境、禁止交易、禁止合作。
这不是中国第一次制裁外国个人，但这是中国首次对一名在任的外国国防部长实施制裁。
用外交部发言人毛宁的话说，特奥多罗是“跳梁小丑”。如今，这个“小丑”创下了一项不光彩的纪录。
先看具体措施：禁止入境中国大陆、香港、澳门；禁止中国境内任何组织或个人与特奥多罗及其家属进行交易、合作。
与美国的制裁模式相比，中方的制裁有显著区别。
2018年，美国依据《以制裁反击美国敌人法案》，对时任中国中央军委装备发展部部长实施制裁。制裁内容包括冻结在美资产、禁止美国公民与实体与其交易。他至今仍在美国制裁名单上。
中国的制裁没有资产冻结——因为特奥多罗在中国的资产本就有限，冻结“皮之不存”。但禁止入境和切断商业合作的杀伤力不容小觑。尤其是“禁止中国境内组织与个人与其家属进行任何交易”——如果特奥多罗的子女或配偶与中国企业有商业往来，将被迫中止。
更重要的是，制裁“在位外国防长”本身，就是强烈的政治信号。
特奥多罗不是第一次被中方点名。外交部发言人毛宁6月2日就已用“跳梁小丑”形容他。
他在香格里拉对话会上称“中方提供化肥是包装和欺骗”“菲律宾在领土和政治上面临中方严重威胁”。此前他还指责“中国未履行国际义务”“谈判可能成为欺骗工具”。
中国可以容忍“不同立场”的官员，但不能容忍“恩将仇报”式的恶意抹黑。
此次制裁的更大背景，是中美“制裁武器库”的博弈。
2018年至今，中国在制裁手段上逐渐“美式化”：从最初的“抗议”“交涉”，发展到针对个人的精准制裁。区别在于，美国的制裁常带有“长臂管辖”和域外效力；中国的制裁更聚焦禁止入境和切断与境内实体的联系，在法律层面相对克制。
但“克制”不等于“手软”。对特奥多罗的制裁，恰逢中美在南海、台海、科技领域的全面博弈。向美方传递的信号是：你们能制裁我的将军，我也能制裁你们的盟友部长。
特奥多罗是马科斯政府中对华最强硬的官员之一。但从制裁后果看，最尴尬的可能不是特奥多罗个人，而是菲律宾政府。
特奥多罗的家属若与中国企业有合作，将面临断供风险。更重要的是，制裁落地后，中菲在南海的对话渠道可能进一步收窄。
马尼拉需要决定：继续放任特奥多罗“硬刚”中国，还是像中方所说“严格约束官员言行”？
梳理中国外交史，制裁外国现任高级官员极其罕见，制裁在任国防部长更是首次。

国防部长董军的两个前任魏凤和、李尚福都被判死缓。董军上任后多次传出被查的消息。近日，董军接连缺席三个重要场合，再次引发海内外关注。
最近，国防部长董军在北京缺席一场会见，一个会议，并缺席了今年5月29日在新加坡举行的香格里拉对话会。
5月25日，巴基斯坦国防军司令兼陆军参谋长穆尼尔元帅到访北京，先后会见了中共外长王毅，中共军委副主席张升民，却没有会见中共国防部长董军。
中共的国防部长相当于中共军方的外交部长，是专职负责军方与外国军方打交道的高官。巴基斯坦军方领导人穆尼尔元帅到访北京，按常理，国防部长董军应该出面会见。如果董军不单独会见穆尼尔，在王毅、张升民会见穆尼尔时，董军也应该陪同会见。但是，在穆尼尔元帅访华期间，董军全程没有公开露面。
5月27日，军委副主席张升民主持召开“深化习近平强军思想武装专题会议”。
央视国防军事频道报导会议现场画面显示，出席会议的有50多名将、校级军官，其中，上将仅张升民一人，其他三名现役上将包括国防部长董军、东部战区司令杨志斌、中部战区司令韩胜延均未出席会议。
杨志斌、韩胜延作为两大战区司令员，忙于战区军务，未能出席，应属正常。当天，董军并无军事外交活动的报导，缺席此次属于习“政治整军”范畴的重要会议，显得不太正常。
5月28日，国防部发言人蒋斌在记者会上回答媒体提问时说，孟祥青将率国防大学代表团出席香格里拉对话。这意味着中共国防部长董军将连续两年缺席香格里拉对话会。
彭博社早前引述知情人士的话称，董军再次不出席香格里拉对话会。但知情人士没有说明董军不出席的原因。
2022年、2023年、2024年，中共前后三任国防部长魏凤和、李尚福、董军先后赴会发言。2025年、2026年董军两次缺席香格里拉对话会，显得比较突兀，自然会引发国际关注。
二、董军获提拔却不被信任
董军的前任李尚福2023年8月31日被军纪委立案审查。李尚福的前任魏凤和2023年9月21日被军纪委立案审查。
2023年12月29日，海军司令员董军被提拔为国防部长。董军成为首位出身海军的国防部长。
提拔董军的关键人物是谁呢？就是曾经任海军政委，后调任军委政治工作部主任，成为习提拔重用全军高级将领的军中“组织部长”、全军“政委中的总政委”、习“政治建军”的操盘手苗华。
但是，董军上任不到一年，苗华出事了。2024年11月28日，国防部发言人宣布：苗华涉嫌严重违纪，被停职检查。
苗华倒台后，一批经苗华考察、获提拔重用的上将全都跟着倒下了，包括军委15个部门中的一些上将，海军、陆军、空军、火箭军的司令员、政委，东部战区、西部战区、北部战区、南部战区、中部战区的司令员、政委，武警部队的司令员、政委，国防大学校长、政委，军事科学院院长、政委等。
其中一些已被查办，一些被免职，一些“被失踪”，一些可能正在被审查之中。这么大面积的上将出事表明：苗华肯定收了很多钱。
